Renovations, road improvement discussed

Payne County Commissioners discussed renovations at the Payne County Expo Center and a road improvement project Monday in the regular meeting of the county commissioners.

Commissioners discussed a contract for a postage machine for the Expo Center when the regular meeting began at 9 a.m., but took no action. The current machine is outdated, and Expo Center workers are having difficulty finding replacement parts.

The contract calls for leasing a new machine for 48 months, but commissioners couldn’t approve a contract for that long and tabled the measure until the assistant district attorney could revise the document.

Commissioners did award a contract for livestock barn renovations at the Expo Center to Lambert Construction Co.

The commissioners held a special meeting at 10 a.m. to open bids for a road improvement project and the purchase of a wood chipper.

The road improvement project concerns an asphalt overlay of 19th Avenue between Prairie and Fairgrounds roads. The project requires a 4-inch overlay, with 2 inches of Type A asphalt and 2 inches of Type B Asphalt.

Four companies submitted bids for the project. Quapaw Co. of Stillwater bid $59.50 per ton of Type A asphalt and $65.70 per ton of Type B asphalt. Kerns Cos. of Stillwater bid $59.57 for Type A and $64.33 for Type B. Bailey’s Paving Co. of Carney bid $62.95 for Type A and $67.90 for Type B. APAC of Tulsa bid $69 for Type A and $69.50 for Type B.

Commissioners will discuss the bids in their next meeting.

According to District One Commissioner Bill Deering, Type A asphalt is made up of larger rocks than Type B and has more strength. It is typically applied as a base for asphalt roads when the overlay is 4 inches. Type B is used on the surface because it provides a smoother driving surface than Type A. If a road is paved with a 2-inch overlay, Type B is typically used.

Two companies submitted bids for the wood chipper.

Vermeer Great Plains of Catoosa offered a 2005 model Vermeer for $19,500, and Central New Holland Inc. of Oklahoma City offered a 2007 model Bandit for $26,160.

Commissioners awarded the bid to Vermeer Great Plains and will pay for it with a grant from the Association of County Commissioners of Oklahoma through the Oklahoma Department of Environmental Quality.

Wood chippers are used by the county to clean up tree damage after “any kind of storm damage that leaves a lot of tree damage somewhere,” Deering said.
