Council discusses annexation

Staff presents draft of plan during meeting

The Stillwater City Council presented a draft copy of an annexation plan Monday.

Several members of the city staff presented the plan to the City Council to discuss why annexation may be needed and described what an “annexation plan” actually is.

City Manager Dan Galloway discussed what a plan would look like and why it is needed. He also discussed what factors go into determining a plan. Paula Denison, city planner, talked about population growth, especially that outside Stillwater and which areas were best to be considered for annexation. City Attorney John Dorman talked of the legal aspect, including the two types of annexation and how each goes about. Dennison later discussed the actual plan.

Phase 1 would encompass the highest growth areas and could be annexed within a year.

Phase 2 would encompass areas outside Phase 1 areas, and a plan could annex those areas in three years.

Phase 3 would encompass areas outside Phase 2 areas and could be annexed within five years. Phase 2 would be dependent upon Phase 1, while Phase 3 couldn’t move forward without Phases 1 and 2.

The City Council briefly discussed the plan but did not vote and will discuss it more during the Sept. 8 meeting.
