Animal shelter may get new site

Mayor proclaims clean up month at council meeting

August was officially proclaimed “Clean up Stillwater” month during Monday’s Stillwater City Council meeting.

“Stillwater is one of the more beautiful communities in the state of Oklahoma,” said Mayor Roger McMillian. “With the beginning of the fall semester at Oklahoma State University, we welcome thousands of new residents and visitors to our city so let’s clean up our trash and trim the grass and weeds which have grown up quickly with the heat.”

In other business, thanks to an anonymous donor, the Stillwater Humane Society and Stillwater Animal Control may soon have a new home in the 4200 block of North Perkins Road.

The shelter and Stillwater Animal Control brought the proposal to City Manager Dan Galloway, who reviewed several tracts of land the city owns.

The parcel of land with the most interest is 15 acres north of National Standard. The only entity on the land currently is an electrical substation. The city would retain ownership of the property but would enter into a lease agreement with the humane society.

The council signed a letter of intent, which will allow the humane society and the donor to work out details to present to the council at a later date.

Approved on the consent docket were: remediation and easement for closed landfill area in connection with the runway extension project at Stillwater Regional Airport; the city manager will enter into an agreement with Meshek and Associates for development review engineering services; bid recommendation for the Public Works Department’s annual materials and miscellaneous construction services for August through October; project agreement with Oklahoma Department of Transportation to provide a 2 inch asphalt overlay of the access road on the west side of Lake McMurtry and the mayor signed the project agreement documents; purchase of property at 302 S. Ramsey and the mayor signed the real estate sales and purchase contract; set date of public hearing to consider closing of street easement at 798 and 1060 E. Knott’s Ave., for Sept. 8; water line easement from Rural Water Corporation No. 3 for a water line along the corporation office site on Range Road; accepted the following 12th Avenue project easements: Robert Owens Kerns Trust, 1102 S. Blakely, roadway easement, Robert Owens Kerns Trust, 1102 S. Blakely, temporary driveway and Margaret E. Romshe, 1220 W. 12th; roadway easement and release of mortgages for the following Homebuyer Assistance Program recipients: Todd and Misty Parry, Ryan and Jeannette Atteberry, Patricia Thompson and Kaci Garrett.

Three public hearings were heard and all were passed: The closeout of the 2005 Community Development Block Grant project, an ADA compliant sidewalk constructed from Perkins Road to Main Street along Virginia Avenue and through Strickland Park, including a pedestrian bridge over East Boomer Creek; closing a general utility easement at 1308 and 1317 S. Shumard Court and closing a portion of a general utility easement at 616 N. Washington, 907 W. Cantwell and 910 W. Connell.

The council broke into executive to discuss pending workers’ compensation claims filed by Justin Reedy, Stephen Heath Hall, David Strickland and Michael Payne.

The next Stillwater City Council meeting will be Aug. 18 at 5:30 p.m. in the Stillwater Municipal Building, 723 S. Lewis.
