Powdery substance discovered in letter

A hazardous material team was called to a Stillwater residence after a letter was found to contain an unidentified white powder.

The Stillwater Police Department was notified Wednesday afternoon that a suspicious letter had been delivered to a residence in the 100 block of South Lowry Street. One of the victims initially reported experiencing burning of the eyes and nose after being exposed to the substance, according to police.

Upon arrival of law enforcement personnel, the structure was isolated. The occupants of the house were advised to remain inside.

Assisting the SPD were the Stillwater Fire Department, medical and hazardous material personnel and inspectors with the U.S. Postal Service.

Once the appropriate personnel were assembled, the occupants of the house were removed following hazardous material protocol. They were taken to Stillwater Medical Center, along with the mail carrier, for evaluation. All were examined and released.

The substance in the letter was analyzed and determined to be non-hazardous.

It is alleged that the letter was sent by a relative of one of the victims, who was later identified as Brian Keith Hogan. The letter was threatening in nature and, during the investigation, it was learned that the victims, who attest that Hogan has a history of violent behavior, had an active emergency protective order against him.

Hogan was located by Payne County Sheriff’s deputies and then interviewed by detectives with the SPD.

He was subsequently arrested for violations of the EPO.
